What is an RA License and Why Do You Need One?

An RA License, also called an Overseas Recruitment Agent License or MEA License, is a mandatory government registration issued by the Protector General of Emigrants (PGE) under the Ministry of External Affairs. Under Section 10 of the Emigration Act, 1983, anyone who wants to recruit Indian citizens for jobs in ECR/ECNR (Emigration Check Required / Emigration Check Not Required) countries must hold this license.

Without a valid RA License:

  • You cannot legally process emigration clearances for candidates
  • You cannot sign overseas placement contracts on behalf of foreign employers
  • You risk penalties, business shutdown, and legal action for operating as an unlicensed recruiter
  • Overseas employers and partners in the GCC, Asian and European countries will not engage an unlicensed Indian agency

If you're building a recruitment or staffing company with international ambitions, the RA License isn't optional — it's the foundation your entire business is built on.
